As a short response to queries about how it works....

Looking over the block diagram, considering it uses a micro controller and a TRIAC, I 
would say it manipulates the AC waveform only giving the motor what it needs to keep 
rotating. There's a few ways to do this, considering a motor will "freewheel", 
it doesn't always need current, it takes more to start than to keep running, etc.
