I really doubt SAIC chooses to have a given clearance level just because
it would be cool to have a room full of people with that clearance :-)

FWIW, I was a little bitter about the jobs I could never get because
they required a clearance, but they won't get anyone a clearance... you
either already have it, or you walk.  But oh well... life goes on.

BTW, I'd never had a clearance before my first government job, but that didn't 
stop them from hiring me. Companies can hire people without clearances for jobs 
that require one, they just have to make sure they have an escort until their 
clearance is cleared ;). Anyway, there's many, many qualified people that can 
get a clearance, but don't have one. Companies would rather hire the less 
qualified people that have a clearance, that hire the qualified ones and apply 
for a clearance. This is along the lines of hiring people just out of school, 
for cheap, with no experience, just because they have a degree (and because 
they are cheap).
