I'm willing to bet that part of it is due to available space inside the laptop and the memory density of existing SO-DIMM modules.

The biggetst SO-DIMM modules I can find are 1GB, and to my knowledge, most notebook systems have a max of two SO-DIMM slots for memory. squeezing in more slots would require more space elsewhere in the notebook, ideally right next to the first two slots. Most notebooks these days are crammed to the gills as it is.

I suppose for the "desktop replacement" category of notebooks, it would make more sense to make the machine a little physically bigger in order to offer more memory, but apparently there's not enough of a market demand for large-memory notebooks.
