That's a site policy issue, not a distribution issue, no?

Can't really complain about that, especially if they give you a way to
change, and even less if there's a place to indicate your preferred
shell when asking for an account.

When I give people accounts on a machine, I *ask* what shell they'd 
prefer.  It seems the Right Thing To Do.
