It did, especially if you are talking to government officials.

The locals, for one. Saigon is what is known as "District 1". And many
local people still call the District 1 area Saigon. There are many clubs
and shops and restaurants named Saigon-something or another. I was
recently told to save my breath and just call it Saigon. But Ho Chi Minh
City (HCMC to english speakers or TPHCM to Vietnamese) is the whole area
including the old city of Cholon (District 5 iirc aka Chinatown) on the
other side of the river.
