Any chance the computer will work with a higher level terminal? Kermit 95
for Windows <http://www.columbia.edu/kermit> has an emulation mode for an
HP2621a. Many newer terminal models are supersets of the older models. A
good example is in the VT100 series.

There is a commercial emulator available with a trial period available at
<http://www.ttwin.com/hp_emulation.html>. Another one available from
<http://www.neoware.com/products/teemtalk/index.html>

As a last resort, you could use the entries in the termcap file and write
your own emulator.
