That reminds me of how I used to do what I call a "lobotomy" install when moving to a new major release version... Copy off /etc and don't format /home during install. The downside (but not too much) was that you had to keep a list of add on things installed which had to be re-installed. That hasn't been necessary in a while because the install/upgrade process is so much better than just 2-3 yrs. ago. In any case when I get a chance I am going to go over the .kde directory with a fine tooth comb to see what is foobarring the taskbar/panel at startup.
