both of these are set =y.

Basically, I took the .config from the RHEL kernel, used it with 'make 
oldconfig' to generate the new config, and went from there.

I'm thinking I'm just going to have to bite the bullet and test RHEL4 beta's 
support for IPSec and interoperability with FreeS/WAN.  Then it's a 
complete vendor-supplied solution.
