I was wondering if there is a way to implement rpc over http......??? As I understand it Microsoft has implemented it on Exchange server

It's called SOAP - Simple Object Access Protocol

Isn't that XML over HTTP ? Or is original author confused over what M$ has implemented in Exchange ?

There's also XML-RPC, which is also done over HTTP, which might be what the original question was referring to.

Do you know if Exchange implements it ?
