i guess i assumed that the major cost of spamming is bandwidth. 

but as someone else pointed out in this thread, there is also the anti-spam
tactic of cutting offf based on volume, and a polluted namespace would
seem to amplify the effectiveness of that tactic, which would feed into 
Stewart's perspective: "to make some of the other strategies worthwhile"
