Could you elaborate on what you are particularly referring to?
I can imagine cases (like a 1.1 hub taking to 2.0 devices or a 1.0 hub talking to 1.1 devices) where that is the case. However, a 2.0 hub is actually required to repackage the 1.0/1.1 port data and move it at 2.0 speed.
I don't remember what a 1.1 hub is supposed to do when it gets a 1.0 device.
