The Linksys RV016 is supposed to do exactly what you want, but
unfortunately it doesn't work as well as advertised. I think the backup
part works okay, but the load balancing only works if both your WAN
connections are of the same type (i.e. DSL-DSL or Cable-Cable, but not
DSL-Cable). Even then I think it only really works reliably with one
type of WAN connection - but I can't remember which.
