At the time, I was unable to get around to trying this so I marked the message "To do later". Well, "later" came and I just tried it.

The man page gives good info on how to set the default numlock to "on" for the VTs (and it works). However, for the GUI login, it had no effect *except* that it made the numlock led truthful. Ever since I started using a USB keyboard, the numlock would be lit (falsely) when it came to the GUI login. (Hitting the numlock button would actually turn on "numlock" without touching the led, although from that point on the led then matches the true numlock status.) Since (in /etc/rc.d/rc) I made tty1-12 default to "on", the VCs (1-6) actually default to "on", whereas the GUI login actual numlock status has *not* changed, though the led is now telling the truth about it. I *still* have to hit numlock for the GUI. Any ideas?
