As mentioned later, scrolling in a terminal also exhibits similar behaviour.

That's not it.  If I click at the same time as scrolling, it doesn't change
the behaviour (on either my work or home boxes).

Been there, done that.  I've hacked my xorg.conf every which way in order to
try to get it working.

One interesting thing though, it appears the extra event that is being
generated on scroll up is the same as whatever my right mouse button is.  If
you bring up a webpage in Firefox and (using your wheel mouse), click the
right mouse button somewhere in the webpage, you'll get a popup menu.  I get
that along with the up scroll.  I'm not sure what scroll down is generating
in addition to down.

I'll give that a try, but I seem to recall this not being a problem before
installing Fedora Core.
