The "Stallman sense" is "free", in that if you want to use it, you are

Not at all. The GPL puts no conditions on the use of GPLed software- only
on distributing it. If you want to use it, you have no conditions
whatsoever. The GPL is a conditional granting of additional rights. MS has
conditions on use (the EULA), and forbids distribution.
