Since you have to copy every single byte from one drive to the other,
whether they are empty or not, it would probably depend upon the size
of the drives. When I've used dd for a data recovery tool, it took
quite a while to copy one 36Gb drive to another, on the order of
hours. And they were scsi drives. IDE would be even slower.

I've used systemimager to "ghost" linux distributions and depending
upon the network speed and how much of a distribution was installed it
could be quite fast. Less than an hour for slightly less than an
"everything" install.
