Toss some desiccant pouches in the antistatic bag along with 
the hdd and then seal it again ???

One of my data hdd is at about 90%, so I have copied the data
from that 120GB to a new 200GB, which I expect to fill in 18 months, 
at which time i'll do a 200GB->300GB transfer. (The data is also 
completely archived on quasi-verified CDs and DVDs, etc... )

Are there procedures to prep the 120GB hdd itself for its new life 
in retirement? Anyone know how do mfrs bag a new hdd?
