     ASK GOVERNOR SCHWARZENEGGER TO SUPPORT TRUE RECOUNTS

California's electronic voting machine legislation requires
that a voter-verified paper audit trail be kept as
protection against the software or hardware of the voting
machine being compromised.

Unfortunately, there's a risk that this secure protection
will never be used. Some California counties have
been interpreting "manual recounts" of votes taken with
e-voting machines as meaning "manually recount receipts
printed by the machines after the election has taken
place." In other words, they've been taking a potentially
compromised e-voting machine and asking it to reprint the
ballots it received.

That's not secure - and it's not what a manual recount
means.

PATCHING THE FLAW

SB 370 is a bill that fixes this hole in California law. It
specifies that "manual recount" means recounting the
receipts verified by voters and saved and recorded
by the e-voting machines at the time of the vote.

The bill passed both houses with large majorities, but
California Secretary of State Bruce McPherson is telling
Governor Schwarzenegger not to sign the bill. He says true
manual recounts would take too much time and money.
