I'm considering building a little PC to route and balance two Internet

1) I'd like a SolarPC type of box... something that's absolutely quiet.
No fan, no PC power supply, no hard disk. I don't know anything about
these. Can anyone point me to a specific model or another vendor?
Lowest cost possible.

2) I'd need a 2-port Ethernet card, to have three ports in all. I don't
want to spend $2000, either. And, obviously, it would have to be able
to work 100$ with Linux.

There is an EPIA with 2 ports built in, so that you only need one extra.

The VT-310DP is some strange multiprocessor board. It has at least two ports and looks like it has the ability for a third (an RJ-45 header is claimed to be on the board).

The EPIA CL appears to have two LAN ports standard:

Use of either of these means that you would only have to add one more network port (which could probably be either PCI or USB).
