Don't be silly. The charter of the "list" is contrary to issues of fair use. As a matter of course, I note header info when I take code from a list, but it would be hard to demonstrate why it wouldn't be public domain. Public domain doesn't exist, except on works so old copyright has expired. You can say something you write is public domain all you want- it isn't. You still own copyright.
Now would you get in trouble for copying a miling list post somewhere? It would be hard to- the suer would have to prove damages caused by the copy. Since he made no profit off the original post, it would be hard to prove that he was damaged. The most I'd see him get is a takedown order.
