Poking around some more, I see that new San Diego resident Jon Lech
Johansen (of DeCSS fame) has created a codec called libvc1 for VideoLAN
Client. It turns out that the WMV3 codec description was submitted to the
SMPTE (Society of Motion Picture and Television Engineers) to be turned
into a standard called VC-1. Their web site <http://www.smpte-vc1.org/> is
closed to the public even though it says "SMPTE VC-1 Public Site".
