.com, .org, .net etc are U.S. tld's and should remain under the control of the U.S. .fr can be under French control and they can ban all the illinoisnazi.fr domains they want. Same with Canada and .ca, Iran with an .ir, .be can continue giving away domain names to their hearts content.
The tld system was setup that way for a reason, as far as I know. I see no reason to change it.
As far as IP number assignment, it seems to have worked out ok under the current system, IANA, RIPE, etc. I can't think of a compelling reason to change that either.
