A CD4001 CMOS quad NOR gate. It can do all the basic boolean operations,
and you "program" it by moving a jumper wire or two. It will run off of a
pair of AA cells and can drive an LED. Cost is about 25 cents. You'll
probably want a breadboard though so that increases the initial cost
significantly.
