The waymarking folk use a combination of these.
Basically, they've set up categories (Red Lighthouses, Restaurants
shaped like crabs, McDonald's with pianos, whatever).
With those categories come "category owners" (usually the people who
submitted the category in the first place). Once you've gotten your
category created, you are responsible for policing the data within it as
far as verification (some categories require a photo), strictness (Red
lighthouse might also accept mauve lighthouse, but Blue Lighthouses does
not accept aquamarine lighthouses), etc.
In order to become a category owner, you must be a paid member (keeps
out a lot of junk off the bat), you must submit your category proposal
to the community, and the community must approve it.
More or less, it's still in Beta, so the rules are fluid right now.
