Had to do some looking before responding.  I was only able to find
out that a RACF database exists on each system.  The panel-based
interface leads me to believe that it is an ACL type of format.  I
am fairly certain that users can be listed with their capabilities,
but I don't know that data presentation really has anything to do
with the data itself.

One thing that bothers me about the system is that if you have a
job that abends because of unsufficient auth, you can't find out
what auth is needed.  If you can't read the file, you're also not
allowed to know _is_ allowed to read it.  Although, that may be an
installation specific "feature".
