I think it was a comment targeted at the documentation.

According to the aspell homepage, it was meant to replace ispell.  So
ispell being a wrapper for aspell is probably one of those things like
/bin/sh being a symlink to /bin/bash.

On my system, the dictionary is in /usr/lib/aspell/.
