You can use any software that is capable of editing IPTC or EXIF tags.
IPTC is an editorial international standard set for image metadata
manipulation (JPG) and EXIF also manages metadata which depends on the
device that the picture was taken with.

Crazy. Turns out I have those two already installed. But most of the
stuff identified with "identify" isn't comments. I had figured it was
stuff added by whatever camera took the picture. It apparently is,
but not in a way that's intended to be editable. rdjpgcom and
wrjpgcom only handle "COM" blocks in jpeg files.
