I think voip is a natural fit... The Google employee also mentioned that they 
had explored the possiblity of using wimax.

Perhaps that dark fiber is to connect all of the wifi networks in all of
the cities. So they are providing them with bandwidth. I bet there is
going to be a VOIP component also.
