Late followup on this, and probable resolution of the problem:

On December 26, RoadRunner did me the "favor" of changing my IP
address again.  As I was working on this problem, the BEFW11S4
suddenly stopped being able to acquire an IP address from the cable
modem by DHCP.  With some muted oaths, I pulled out the whole thing
and replaced it with an equally old Netgear FM114P that I had picked
up at the Swapmeet just on principle.  After configuring the Netgear
to have the same LAN address and WEP code as the Linksys, everything
started working.  No dropouts at all over several hours of file
downloads and uploads.

So I can transform my bad thoughts about RoadRunner into bad thougts
about Linksys.  As a "round tuit" project I will consider a complete
reset of the BEFW11S4 followed by an upgrade to the most recent
firmware.  But maybe it isn't worth the effort.
