Explorer is that thing that provides your basic user interface to
Microsoft Windows. It is analogous, though not identicle, to X Window
System's idea of window manager. Explorer can be replaced.

Microsoft is very good and sowing confusion amongst people. Explorer.exe
is the shell, called Explorer. There is the standard file management
utility, called File Explorer. There is also the standard web browser,
called Internet Explorer. Often, the first is ignored because people
have no idea it can be replaced. The fist is the one I refer to.
