Has this person checked the global config file in /etc?  That'd be the
first place I'd check, but he doesn't mention it.  It'd be
/etc/wvdial.conf or something.  wvdial recognizes an option: --config
to which an alternate config file can be specified.  For example:

' wvdial --config my.config '  Then you (or he) know which config file
is being used, and can make sure that that file has good values.
