I like to include only what I'm responding to. Sometimes, what I'm responding to can't be pinned down to a sentence or a paragraph, but takes the whole multi-paragraph email. Another way to think about it is that the point being responded to is general, not present in any specificity. In this case, putting my text below it is like saying I'm responding to those words, leaving the opening: "But that's not what I was saying!".
