Compiling from scratch is one of the points of Gentoo, yes. And you don't have to give that up. This is only the installation phase. As it goes now, you install Gentoo using general binaries, and get all the base pieces of the distro in place. You're then left with a barebones system. Portage, GCC, kernel, gnu-utils, cron if you want it, logger, and so on. Then you're free to do whatever you want to it, including installing more software (X!), and including re-installing (and thus compiling from source) the base software. You've always been able to recompile every piece of the distro whenever you want, if you have some need or hankering to. That's why a lot of people go with Gentoo. So the Gentoo devs have decided to just cut out the install part of it and leave everyone with a single officially supported "stage 3" install.
