Isn't Device Mapper the new and improved replacement for such?

No, not too close, actually.

I am most familiar with dm in it's role between LVM (logical volume manager) and the lower-level device controllers. I'm not sure if my picture is quite kosher, but I envision that LVM uses dm for as its lower-level block-device housekeeping slave, and concentrates on higher-level structures (and concepts), ultimately providing logical volumes, upon which a filesystem can be created. There's a lot of layers there!
