It works for me.
To start with, what version of mpage are you using?
$ mpage -V
For that matter, how are your PostScript input files being generated?
Do you have a smallish input file that exhibits the problem that could
be shared for examination? If you are trying to print Web pages, be
aware that some of them seem to be built with a blank first page and
subsequent pages overlaid on it as frames.
