Correct. Every VLSI design group I know of has a blanket ban on using anything GPL since it might later cause source code for a design tool to have to be released.

That having been said, I am happy that the GPL exists and is the basis for a significant chunk of open-source code. They fight the battle for freedom on a slightly different front than the BSD folks do.

Both are probably necessary.
