The answer is:

# apt-get install kernel-image-2.4.27.-2-686

Naturally this can be whatever version of the kernel you are using, plus the 686 instead of 386.

The default install kernel is 386, not 686. The 386 kernel does not have highmem=y But, 686 and smp kernels do... and if Carl hasn't changed the option and recompiled, then so does the alpha kernel.
