Go tell Linus to fix the kernel so that Linux has the ability to prioritize interrupt servicing and the resulting user mode response properly.

Jerky mouse != bad application code. Jerky mouse does not get fixed by increasing CPU speed.

Jerky mouse == bad kernel prioritization.
