I know what you're talking about. We have four-post racks here at work.
Along each post there is a pair of rails, an internal and an external
(they're C-beam racks with threads on each throat of the beam). To the
inside pair of rails, we attach the same L-shaped half-shelves then
slide the equipment atop them.

Our racks are from Chatsworth Products, and they probably sell the
goodies you're looking for. We bought all this stuff ages ago, otherwise
I'd have a name for you :(

Yes.  The unspecified information for this problem includes the
configuration of the rack into which these brackets will be mounted.
Also the approximate weight of the equipment to be supported.
