Not quite what I had in mind. :)
A software solution that just adds latency to HTTP requests and
throttles the throughput is in order. I am using it to test a
client-server app that does a lot of talking over HTTP.
You might also find the built in kernel network emulation stuff of interest:
http://linux-net.osdl.org/index.php/Netem
You can use it to insert random delays. However, it works somewhere between
the link and network layers so probably a bit too much for your needs.
