I have a DEC Alpha that is running an older version of Debian.

deeptow: cdl 509$ cat /etc/debian_version
3.0
deeptow: cdl 510$ cat /proc/version
Linux version 2.2.20 ([EMAIL PROTECTED]) (gcc version 2.95.4 20011006
(Debian prerelease)) #2 Wed Mar 20 19:57:28 EST 2002

If I want to use a newer Python without a wholesale OS upgrade, what
should I do?

deeptow: cdl 511$ python -V
Python 2.1.3
