My phone tones work on *some* phone menus but no on a certain one that
is important to me.  I can only guess some sites are *very*
sensitive to nature of sound.  Also, I am converting my phone

Carl is right that if your phone does not produce proper DTMF it is broken. That was my first thought when I read your email. But doing DTMF in VOIP is very difficult because of the lack of standards. There are at least 3 different ways to transmit DTMF using VOIP and if any of the devices along the way that your phone call goes through is not configured correctly it will break your DTMF. I have this problem when I was doing VOIP. If your touch tone phone works fine when plugged into a normal phone line but does not work fine when plugged into the VOIP line you need to call your VOIP provider and ask them to fix their DTMF. It is a common thing to get screwed up.
