No. System > Administration > Network open system-admin-network -- not
system-control-network.
For me it's system-config-network. This is the same thing that comes up if
you press the "Configure..." button on system-control-network. It seems to
me that system-config-network provides a superset of functionality over
system-control-network, which only allows me to activate and deactivate
devices.
system-control-network is really just a symbolic link to the appropriate
python script inside the system-config-network hierarchy:
/usr/share/system-config-network/neat-control.py
