Yes.

a4 is a bit narrower and a bit longer, so if it were printing by issuing
linefeeds, I suppose that _might_ explain it, but I don't think so..

Postscript renders its output with reference to the lower-left corner.
Printers generally feed their paper with reference to the upper-left
corner.  A4 paper has a lower-left corner that is 11.69 inches from
the top.  So the printer tries to put its output on the paper ending
up 0.69 inches off the bottom, where there isn't any paper.  This
number is modified by any "bottom margin" that you have set, but it
frequently is still off the physical page.  The printer doesn't issue
linefeeds, it just measures PostScript points.
