Any mailing list software would work. Two I would suggest for use are
ezmlm (if you are using qmail) and Enemies of Carlotta.

Whatever you use, when you set it up ensure it is moderated. This way
not just anyone can post messages.
I, personally, do not like mailman. I'm not a huge fan of majordomo,
either, to be honest.
DISCLAIMER: I am on the development list for EOC, so I am biased. I like
EOC because it is effectively an ezmlm clone, but works with
multiple MTAs and has a saner license.
