A similar idea was one of the goals of the FreeS/WAN project.
The idea was to use ""opportunistic encryption" to secure all the traffic over the Internet.
I've always been disappointed that it failed.
It'd have been nice to see OE built into the all the consumer routers being produced these days. Or hell, into the cable modems themselves.
