My reading on the GNU web site about parted 1.7.1 (29 Aug 2006) says
that it should be able to cope with NTFS and GPT.  However my brief
experience trying the latest version of the Gparted live CD (12 Sept
2006), which contains parted 1.7.1 showed perhaps that the GUI
interface to the command-line program was not capable of invoking the
right command.

I don't have a 64-bit CPU with Windows XP to try experimenting on.
