You've seen ARM-based laptops? Nice. Where can I get one?
It's called a Nintendo DS.

It even has sound, 3D graphics and wifi. No hard drive, but various
forms of compact flash work great.

The nice thing is that if you get a SuperCard, you can use its 32MB of
embedded ram in Linux, which adds to the paltry 4MB that comes in the
DS. The major problem with Linux on the DS is that there is no easy way
to hook up peripherals (like a keyboard or gps). A few people have
played with connecting things to the I/O pins of the DS card slot, but
that takes some effort and is not widely done as of yet.
If I was buying a device for portable Linux, I would get a GP2X[1],
which runs Linux stock. It doesn't have wifi, 3d, or a touchscreen, but
it is more powerful and hackable. It has dual ARM 200+Mhz cores
(software clockable) and 64MB memory. It also has a SDIO slot and USB
Host Mode support (albeit unpowered). People have done hardware hacks
to put a powered usb host port into the actual device, and there is a
breakout box that comes with USB ports, TV Out, etc. For the same price
as a DS + Flashcart, you get a powerful, very hackable system. I have
not used one, but the specs and community around them make them
tempting. Perhaps after I get bored programming games for my DS (not
using DSLinux).
