Try throwing something like the following (may need to change group
and/or mode) into /etc/udev/rules.d/10-udev.rules and sync using /dev/pilot:

BUS=="usb", SYSFS{product}=="Palm Handheld", KERNEL=="ttyUSB*",
SYMLINK+="pilot", GROUP="users", MODE="0660"
