Is the interface itself up (/sbin/ifconfig) ?

If not try to bring it up without dhcp with iwconfig eth1 (or whatever)
essid any ENC off mode Managed

What does 'iwlist [wireless interface] scan' tell you about the access
points the laptop can see ?

If you get something about "no such interface", see if the wireless
interface is powered up. Look in /sys/bus/pci/drivers/ip2100/rf_kill - 0
is rf power on, 1 is rf power off.
